What Changed When SEER2 Replaced SEER
SEER2 is the same seasonal efficiency concept measured under a harder test. From 1 January 2023 the Department of Energy raised the external static pressure used during testing to better represent real installed ductwork, so the same physical equipment now earns a number roughly 4.5 percent lower than its old SEER rating.
Nothing about the equipment got worse. The measurement got more honest. Why Florida Has a Higher Minimum Than Most States
The DOE splits the country into three regions with different minimum standards. Florida sits in the Southeast, which carries a higher requirement than the North because systems here run for far more hours per year.

The practical consequence is that equipment legal to install in Ohio may not be legal to install in Duval County. Does a Higher SEER2 Pay for Itself in Jacksonville?

The Matched System Rule Most Quotes Gloss Over
SEER2 is certified for a specific indoor and outdoor combination, not for the condenser alone. Pairing a new outdoor unit with an existing indoor coil means the rated efficiency no longer applies, and the manufacturer may decline warranty claims.
Ask any contractor for the AHRI certified reference number for the exact pair being quoted. It takes them seconds to supply if the pairing is genuine. You can cross-check any model in the ENERGY STAR certified product finder. A quote that names only an outdoor model number is not a complete quote.
What About the Federal Tax Credit?
The section 25C energy efficient home improvement credit applied to qualifying property placed in service through 31 December 2025. For a 2026 installation there is no federal 25C credit. A number of contractor websites and quotes still reference it, so verify against current IRS guidance before letting a credit influence which efficiency tier you choose.
